European Securities and Markets Authority (ESMA) will monitor the bigger players.

The European Union’s securities watchdog has begun preparations for increased scrutiny of crypto transactions after the bloc agreed groundbreaking rules to regulate what it called a Wild West sector, a public tender document showed.

While cryptoasset firms will be licensed by national regulators in the 27-country bloc, the European Securities and Markets Authority (ESMA) will monitor the bigger players.

ESMA put out a public procurement request on Tuesday to suppliers of trading data on crypto transactions, including spot trades and derivatives.

It excludes transactions from blockchain or the distributed ledger technology which underpins cryptocurrencies like bitcoin.

The coverage should encompass all major exchanges and crypto assets so that it provides a fair representation of the crypto market landscape, ESMA said in its notice.

Regulators use transactions data to spot abuses in markets, find out who is on each side of a transaction, and look for risky build ups of positions which could undermine orderly markets.

Data should be available with daily frequency and include access to order books where to see spreads and liquidity across exchanges and trading pairs (in fiat and crypto), it said.

The contract is worth a maximum of 100,000 euros.

Coral Energy, which deals in crude oil and refined products, outbid China’s Sinopec for the purchase of Russian ESPO crude oil.

Dubai-based trader Coral Energy has become the top fuel oil supplier to Pakistan in recent months after winning a slew of import tenders floated by state-run Pakistan State Oil (PSO), data compiled by Reuters showed.

Coral Energy won tenders to sell eight fuel oil cargoes to PSO during April-August, said a spokesman for Pakistan’s energy ministry, as the country’s demand for oil in power generation grew after liquefied natural gas prices surged.

This is equivalent to more than 475,000 tonnes of fuel oil, Reuters calculations showed. Pakistan imported about 992,500 tonnes of fuel oil in the first half this year, data from Pakistan’s Oil Companies Advisory Council showed.

PSO started buying fuel oil from Coral Energy this year and, so far, the private trader has become the main supplier for PSO in July and August, PSO’s spokesperson said.

It last sold two cargoes of high sulphur fuel oil (HSFO) cargoes to PSO for delivery in the first half of August, at premiums of $77 and $78 per tonne to Middle East quotes on a cost and freight (C&F) basis.

Trading houses Vitol and BB Energy were previously active participants in PSO’s fuel oil tenders.

For supplies in the second half of August, Coral Energy had submitted three offers for HSFO cargoes and one offer for low sulphur fuel oil (LSFO) in PSO’s tender, documents from PSO’s website showed.

It was not immediately clear if PSO bought any cargoes in this tender.

Coral Energy could not be immediately reached for comment. The company is looking at expanding its trading activities across Asia, said a source familiar with the matter.

The South Asian nation in June posted record monthly highs for imports and petroleum-related purchases, central bank data showed last week, as electricity demand peaked during summer.

Pakistan’s foreign exchange reserves have dwindled and it has been struggling to finance a widening current account deficit amid a fast depreciating currency.

Coral Energy, which deals in crude oil and refined products, outbid China’s Sinopec for the purchase of Russian ESPO crude oil cargoes in July.

Six Russians injured in drone explosion in Russian Black Sea fleet.

A drone-borne explosive device detonated on Sunday at the headquarters of Russia’s Black Sea Fleet, injuring six persons, officials said.

The explosion at the headquarters in the city of Sevastopol on the Crimean peninsula that Russia annexed from Ukraine in 2014 caused cancellation of observances of Russia’s Navy Day holiday.

The Black Sea Fleet’s press service said the drone appeared to be homemade. It described the explosive device as “low-power but Sevastopol mayor Mikhail Razvozhaev said six persons were injured in the blast.

There was no immediate information on where the drone began its flight; Sevastopol is about 170 km south of the Ukrainian mainland and Russian forces control much of the mainland area along the Black Sea.

Fighting continued elsewhere in Ukraine. The mayor of the major port city of Mykolaiv, Vitaliy Kim, said shelling killed one of Ukraine’s richest men, Oleksiy Vadatursky, and his wife.

Vadatursky headed a grain production and export business. In the Sumy region in Ukraine’s north, near the Russian border, shelling killed one person, the regional administration said.

Mykhailo Podolyak, an adviser to Zelenskyy, said on Twitter that images of a prison, where at least 53 Ukrainian prisoners of war died in an explosion on Friday indicated that the blast came from within the building in Olenivka, which is under Russian control.

Russian officials have claimed the building was attacked by Ukraine with the aim of silencing POWs who might be giving information about Ukrainian military operations.

Satellite photos taken before and after the attack show that a small, squarish building in the middle of the Olenivka prison complex was demolished, its roof in splinters.

Podolyak said those images and the lack of damage to adjacent structures showed that the building was not attacked from the air or by artillery and contended the evidence was consistent with a hyperbaric bomb set off inside.
